With reference to our discussion the

other day, I enclose, for your consideration, the

draft of a telegram, which we would propose to ask

the Foreign Office to send to the Embassy at

Chungking, about the arrangements for the

recognition of Hong Kong University medical

degrees in present circumstances. I should be

glad to know, at your early convenience, whether

you agree with the terms of this draft.
